To-Do not syncing with Outlook
Hi, I'm a bit simple when it comes to tech, but whilst To-Do syncs with the Outlook Web App, it doesn't sync with normal Outlook Tasks on my laptop. To-Do syncs fine between my laptop and my phone,...

Adding an Outlook.com email address DOES FIX THE SYNCH almost per the instructions above.
I have a work account and a gmail account on my Outlook desktop. Adding another account was no big deal but disabling an account was terrifying. So I didn't.
All the menus and palettes and dialogue boxes have proper names. I don't know them. Bear with me.
First, I created the x@outlook/com alias, per robfromworcs above instructions, and made it primary.
Then, in Outlook Desktop client: File/Account Settings/Account Settings/Email Accounts
Email Tab: click "New" & set up account manually. Enter in the email address and password (twice) and click connect/next/finish/whatever. RESTART OUTLOOK. (there were some authenticator confirmations and whatnot)
Outlook Desktop left flyout/nav column: my work account, gmail account, and outlook account all appear. On the Outlook Desktop Tasks screen, it shows the tasks for my work account and the outlook/com account. I dragged and dropped each task from the list pane to the new outlook account tasks folder. Refreshed the web client and it was populated. Opened my phone app and it populated. My TASKS SYNCHRONIZE between PC, web access, and phone!
Oh - well, crud - tasks created from mobile app or web synchronize to Desktop beautifully. Tasks created from standard "new Task" on Desktop create in work account. I can open Tasks window, click on outook account, and THEN create new task. That's a lot of clicks. Hmmm....tinkering some more. (sigh) Solutions welcome.

I don't know if this is everyone's issue but I found my fix. I created a custom Form and set that as my default form to use. When I changed that back to the standard IPM.Task they synced immediately. Good Luck.
