Is it possible to share at Group level in To Do? Or only at List level? I want to make my company departments Groups and share with the relevant people, then categorise each dept into Lists in which ...
Subscription?
Unfortunately I'm not working and can't afford to be piling on subscriptions for family and home management.

ClickUp has a free version which is good, it just depends what functionality you need. You get the basic Microsoft Planner though with a 365 license, which seems to be the better option than To-Do
