Microsoft To Do vs Outlook Tasks

Hey all! I'm a little confused by task management and where Microsoft is pushing with all of their task management tools. I noticed that Outlook has both Tasks and Microsoft To Do. Is there a difference? Should we push our end users to use a specific one? Is Tasks being retired and replaced by To Do? What is the future plan of Microsoft and task management?
