Microsoft To Do Shared Account

I own a shopping list that I share with my wife and daughter. My wife and daughter can see anything that I add to the list, If my wife adds anything to the list, she can see it and I can see it but not our daughter. If our daughter adds anything to the list, she can see it and I can see it but not my wife. Is this a bug in the software or is there a setting we are overlooking?
