How do I link a ToDo list to a Chat (NOT a Team's Channel)

Hi,

In a Microsoft Teams Channel, you can set up the Lists app or install the Planner app to track tasks.

However, I have a chat with my boss (not a Teams Channel), and we want to track our to-dos or tasks. For some reason, I can't install the Lists or Planner app in our chat.

When I click on the "+" sign at the bottom, the apps I mentioned above aren't showing up.
