Unable to connect to SQL after changing to static port

Prerequesite check gives the error, that SQL static port is not enabled.

So we changed from dynamic to static port and restarted sql service.

(Blanking all "TCP Dynamic Ports" fields and entering 1433 in all "TCP Port" fields)

After that System Center was unable to connect to the database so we ran Configuration Wizard to modify SQL connection using "FQDN,1433" but then we get the following error:

*** [08001][10061][Microsoft][SQL Server Native Client 11.0]TCP Provider: No connection could be made because the target machine actively refused it. SMS_EXECUTIVE 23.09.2022 11:58:16 8736 (0x2220)

Firewall is disabled on both machines to ensure its not the blocking point.

Changing it back to dynamic port will bring System Center back to work but is not solving the failed prerequesite check of course.
