System Center Configuration Manager license counts are based on the number and configuration of the devices you are managing, not on the configuration of the server(s) where Configuration Manager components run.
To put it in simple terms, you will need at least one Configuration Manager client management license for each workstation you manage. Similar rules apply to Endpoint Protection.
