Config manager change log

Dears...

I am working on SCCM, I am new to SCCM , I have been working on this for 1 month now. 

I want to understand the below. What does this mean?? 

Successfully Deployed Deployment(Decline) .. Is this the log for rejecting the patches which are not selected in the products and categories in WSUS ???
