Surface Studio Pen Keeps Opening Brush Window in Photoshop

Hello,

I use a Microsoft Surface Studio to draw in Photoshop. However, my Surface Slim Pen constantly opens the Photoshop brushes window whenever I first touch my pen to the screen surface. I have tried disabling I am hoping someone know how to stop this from occurring. 

I have the latest version of Photoshop, ran the Surface diagnostic toolkit, checked the surface drivers health through Surface app, and have the latest Windows updates installed.

I have already gone into the control panel and unchecked "Enable press and hold for right-clicking" (this did not solve the issue).
