Stream Storage

@Bhowell for preview, the product is completely free and separate from Office 365 so no usage will impact your SharePoint tenant storage.
Also, it's not built on SharePoint so those constructs won't work with Microsoft Stream. If you are an Office subscriber you can continue to use Office 365 Video and at a future date once we have more details on our integration with Office 365, we can talk more to admin capabilities like management, etc.
I don't know for sure that the storage allocation will bump up each year but it is highly possible this will change over time like it does for other O365 apps. Our intention is to have enough default storage that the majority of customers don't have to worry about it, as such we'll be monitoring and looking at how much is getting used and what are costs to run the service are and adjust where needed.
I think the only option we do have is to offer the add-on storage like the add-on storage for SPO is via the Office commerce system. We may have to go through similar pains to get discounts, etc applied. Sorry.
FYI... The admin feature to show the Stream storage quota used/available is now live in Production.
If logged in as Stream admin, go to your profile picture > Admin settings > Usage details you'll see a simple read out of how much storage you have and how much you used.
