Can SQL runtime and CAL licenses transfer to Azure?
Does anyone know if there's a SQL Server Licensing Guide?
I'm asking because I'd like to know if a client already has a SQL runtime and CAL licenses, are they transferrable to use on a SQL virt...

It's called BYOL = "Bring your own license", see

You have SQL Server license only "on paper", nothing to transfer. You just have to take care that you have valid licenses .. somewhere on paper.

This would be better run past an account manager rather than the community as the documentation doesn't always cover all the fine print. Still, the documentation is all we can speak to, so here we go.
Azure Hybrid Benefit
This program is not available to your client as it only relates to SQL Server per core licencing.
SQL Server + CAL
The following article outlines some requirements and limitations, specifically - in the context of server + CAL - that you need both of the following:
- The on-prem server + CAL licences - which your client already has (based on your description);
- Software assurance - which you haven't spoken to.
If your client does not have software assurance for those CALs then they cannot use their CALs against the Azure SQL virtual machine.
