I think the main difference is, that after a reboot of your mobile phone, you don't need to start the SfB Client to get any notification. This is the same behavior as you expect it on WhatsApp, Hangouts etc.
I'm not convinced this is fixed. We have the Feb 2017 CU applied to all servers, database adjustments made and the latest SfB iOS client (with Push Notifications showing as Supported under the app settings), yet if I don't open the app for 24 hours I'm not getting notified of calls or IMs, which is the same behaviour as previously. Notifications and integrated phone calls *do* work for a period after the app is launched.
