High DPI scaling in kb3213035 not resolved in KB3128049?

When I try to install either the 32-bit or 64-bit versions of the kb3128049 patch, my system tells me the patch does not apply even though I am running Skype for Business 2016 on my Surface Pro 4 w/ anniversary update.

If I *do* have the update anyway, it does not appear to resolve the high dpi issue of kb3213035.

Am I missing something?
