The release notes for Skype tell us to report issues through a menu option that doesn't exist. According to https://support.office.com/en-us/article/Office-Insider-releases-for-Skype-for-Business-on-...
I'm not quiet sure, but afaik you must have Office in Insider Slow or Fast Ring to see this menu. And yes, it is under the Help pulldown
