rows not being added to the table

That error usually means Excel’s insertion would shift only part of another table, which it won’t allow. The fourth table can trigger it even if you’re adding the row to the second one.
Check the actual boundaries of all four tables using Table Design > Resize Table. Compare the starting and ending worksheet columns, not just the number of visible columns. A table may include an extra blank column that isn’t obvious.
For your side-by-side layout, try this on a copy:
- Select one row of cells at the insertion point, spanning the full width of that vertical stack, including the full width of every table below that will be shifted.
- Right-click > Insert > Shift cells down.
- Check whether the new row is included in the second table. If not, extend its range through Table Design > Resize Table.
This can leave the neighbouring stacks untouched, provided the selected columns don’t cut through any other table.
If there’s no column range that fully covers the affected tables without intersecting the neighbouring ones, Excel can’t do that local insertion safely. Leaving spare rows between tables can reduce the problem, but Excel doesn’t automatically rearrange a grid of independent tables. A screenshot showing the worksheet column letters and all table boundaries would help identify exactly where the overlap is.
