PTR Record registration error 9017 (DNS Bad Key) and DHCP Event ID 20322

Hi guys, can anyone help me why this error happens?

I couldn't find a useful solution on understanding this error.

Recently, we enable the scavenging to remove any stale PTR record automatically after 7 days in the server as per advise from a MS support engineer but then it went haywire. Do you think its related to this? We have disabled it by the way.
