I tend to have issues logging in sometimes to the Microsoft certification sites with my Microsoft account.
Can you access and sign into https://www.microsoft.com/en-us/learning/dashboard.aspx with your Microsoft account?
I would contact Certification Support https://aka.ms/CertificationSupport
They will probably just tell you to clear your browser cache or use InPrivate/Incognito mode and to be honest, that works most of the time but your issue I've not seen before so they might know what to do or how to fix it
