SP SE Migration: Test-SPContentDatabase reports missing Access Services feature with Null Locations

We are migrating our farm from SharePoint Server 2019 to SharePoint Server Subscription Edition (SE) using the Database Attach method. When running Test-SPContentDatabase against our content database (WSS_Content), we receive missing feature errors for deprecated Access Services: 744b5fd3-3b09-4da6-9bd1-de18315b045d and d2b9ec23-526b-42c5-87b6-852bd83e0364. 

The Locations :  field in the output is completely blank/null.

We already deactivated the Access features. The SharePoint Configuration Wizard crashes. How we can completely get rid of it.
