I don't remember having problem when installing SP Workflow Manager on a dedicated server. I had problem when connecting to SharePoint SE. It took me some time, it was also http related.
You have to check IIS binding when using https. Disable HTTP/2. In my IIS binding I disabled legacy SSL, HHTP/2, OCSP and keep TLS 1.2.
