SharePoint Subscription Edition - App launcher empty in new web application

Hi,

I installed SharePoint Server Subscription edition and ran the farm configuration wizard initially. This server is NOT configured for hybrid. 

I noticed in the root site of the web application that the app launcher provides links to the new SharePoint dashboard page and the users OneDrive:

I then created a new web application. In the new web applications root site, I don't see any apps: 

At first I wondered if the app launcher tiles were provided by the CustomTiles feature, but that does not seem to be enabled (or at least I cannot access the hidden list).

So my question is: 

• how can I make the default SharePoint/OneDrive icons appear in a new web application? 
• where or how is the app launcher in Subscription edition configured?
• Where is it documented? 😅
