Viva Engage is unfortunately only an Online option! So only mysites is available for SPSE for the forseeable future!
I would recommend and you work with your organisation to enable a Hybrid solution, even if it's not allowed currently. I would guess most of your sector in Europe is using Cloud or Hybrid
