Does SP SE support C# web-parts?

Or is it completely spFx. Reason why I ask is because I'm having a devil of a time even loading my SP2016 solutions into Visual Studio 2022. Server is Windows Server 2022.

Keep getting errors such as attached

First error: "Based on your solution, you might need to install extra components for a full development experience. "

Then, when I click install, it says: "You already have the frameworks, SDKs, and tools installed that you need for the development work you selected. You can always add more by running ‘Visual Studio Installer’. "

Any help would be appreciated
