SPFX extension does not load in Site Contents page

Hi,

I have developed an CSS injector application customizers which will load the .css file from style library and apply the styling to the site. However, I realized the extension is not load when users are in the Site Contents page. 

May I know if there is any solution for the extension to be loaded to the site contents page as well?
