SharePoint SPFX local app catalog deploy button not available

We are trying to deploy an SPFX solution to a local app catalog. However, Deploy ribbon option is not available at all (skipFeatureDeployment is set to true). We've tried with another web part, and the option was available - the web part was the React Content Query Web Part from PnP sp-dev-fx-webparts.

No permissions were modified recently.

Can you point us to a solution what permissions do we need to have in order to deploy the solution?
