SharePoint list view error Cannot complete this action

dears 

I have new server of sharepoint 2013 and when tried to create or modify existing view i got error " cannot complte this action 

note: the url retirect on servername/_vti_bin/owssvr.dll?cs=65001

same senario hapens when tried to enable the list versioning sittings 

i read posts talks about modify the httpmodule to pass the owssvr.dll but 

sharepoint admin says we should not interacte with http modules becouse its new server withouty any old customization
