SharePoint Framework extensions deploying on sites

Hi! I have developed a ListView Command Set extensions and now i want to deploy it in a customer tentant. tentant scoped (without th need to add it as an app)

The customer has many list where i would like to add it and i also want to add it programtically when creating new sites. How would i do that?
