SharePoint 2016 on-prem throttling
We are having this same issue, but with on-prem 2013 Foundations. Did you ever figure this out?

But our understanding is that's more to do with GET vs. POST throttling. Also played with AppResourceTrackingSettings.Rules and adjusting ClientServiceRequestDuration, but didn't seem to have any affect.
The Cognito Forms service is fantastic, but we'd like to iron out this specific integration issue for reliable form processing.

Unfortunately, we're still experiencing this issue. Since you're seeing it too, I'll reopen my support ticket with Cognito to see if they might investigate further. Will you open a ticket too please to help gain traction on a resolution?
