you need to use site columns. You can create site columns on top site level, you can add the site column on every list/library in your subwebs.

Even with a list containing site columns I can't do it. the list is not available in the subsite...

with lookup columns it's a limitation. But you can use Microsoft Power Apps or Third-Party Tools to create "lookups" to other levels.
