Recently seeing {{vm.Title}} and {{vm.EditModeMessage}} on pages in place of Angular SPFx web parts

Any ideas why some see the above curly brackets surrounding vm.<some value> on pages in place of Angular SPFx web parts?  This started recently seems like the last couple of weeks, it comes and goes and is resolved by a page refresh or browser session restart.
