This is a known issue in the public preview release and will be fixed in RTM.

Javier Ibarra Is it continuing to have the feature which could allow to create a public website or view pages accessible by anonymous users in Sharepoint 2019 on- premise? I created some modern pages and configured them to be accessible by anonymous users but it frequently prompt pop-up login windows. It looked like online sharepoint discontinued this feature but not sure how about sharepoint 2019 on-premise?
