Pnp GetProvisioningTemplate only gets welcome page, no other site pages

Question

Is this by design or is there some way to get the other site pages ?

I know i can create them by hand, just not clear on why I can't read them from the site.

Using CSOM with SharePoint Online PnP Core 2.13.1703
