Modern pages with static content (non-editable and/or non-webpart)?

What are the options for adding non-editable content to modern pages?  I haven't found or seen anything official (or really even any examples).  It seems everything is done via webpart but what about times when you want specific parts non-editable, not-moveable, or not-deleteable (just examples). 

I believe there are some roadmap items for adding permissions and audience targetting for web parts, but what about non-web part pieces?
