List View Command Set not displaying in SharePoint Online List

Hello

I am developing a command set for one of our SharePoint lists, the command set appears and works as expected in my 'Developer' site collection however in the live site collection the command buttons do not appear. I can see the files loaded and a console.log in the on init section fires but the buttons do not load. Not sure why any help would be huge.
