How to use Install-PnPApp in Visual Studio

How to use Install-PnPApp in Visual Studio for Installing and publishing apps on the site collection app catalog?

I am creating multiple site collection and like to add tenant level catalog while creating site collection using azure webjob?

I know this can be done thru powershell easily, I already testing above PowerShell cmdlet, but practically I dont want to depend on manual activity.
