How to customize new webpart for certain requirments on SharePoint 2019 on Premises?

I customize a Gantt Chart webpart by using visual web part and attempt to install on the 2019 modern page. however I cannot find the place to work on it. in the classic page, we could install the webpart by using Ribbon of Page. but I cannot find it on the modern page.
