I've seen this issue before
This issue should have been resolved in the 3,4 version of the PNP module.
Could you try and update your powershell module?
If it still doesnt work, do you perhaps have targeted release in your tenant?

In the admin center, go to the Settings > Organization profile page.
Next to Release preferences, select Edit.
What do you have activated there?
