Best JS framework(Angular/React/Vue) to use in SharePoint 2013

I would personally invest in React as that knowledge would be valuable when moving to the SharePoint Framework. You can also use other frameworks, but (at least at the moment) React has the best tools for SPFx.
With React you could also take advantage of Office UI Fabric and get your custom application looking similar to OOB elements.
