Adding communication site top quick links to teams site

Our root site is a communication site. The subsites were all created with a Team template. We would like to have the quick links that show at the top of the root site with the dropdown sub menus on every subsite. Is it possible to either convert the subsites to communication sites or add that navigation menu to them?
