Add SharePoint Label, Topics, Categories, Metadata - None are here

If you look to the right of this discussion you see "Choose a Label", "Add Tags".  I have been trying to find this functionality on my sitet pages.  In the beginning I set up Enterprise Keyword and add the keywords from page properties, but it was not clickable to return search results.  I took a screenshot of the "Choose a Label" tile.  Does Modern SharePoint not offer this?  I am trying to add it to the Site Pages.

Please advise.
