Access cannot access Full SharePoint Online (365) user list

Hello,

We have a system set up that contains workflows, forms, and an Access interface.

We are moving our system from SharePoint Prem to SharePoint online.

We have hit a hurdle.  Access 2016 cannot see all users in the SharePoint online UserInfo list.  Of the list of 22k, we can only see 902 users.  

I was told this is because the remaining users do not have access to the site.  To address this I added the entire user list as view only. That has not fixed the problem.  Access can still only see 902 users.

I have subsequently given everyone edit access (we did not want to do this).  Right now Access can still only see 902 users.  I have been told to wait for the connection to update.

I have restarted my computer, and reconnected Access, and still we can only see 902 users.

Can someone please give me other ideas to enable Access to see all Users?
