Meta data will not be available for previous versions.

The metadata should be in the Properties member of the SPFileVersion class: https://msdn.microsoft.com/en-us/library/microsoft.sharepoint.spfileversion_members.aspx Don't know for sure If you will be able to get the data you wantThat would be for SSOM, not CSOM.
