Yes Microsoft Access 2019 and 365 are backwards-compatible with Access 2016, so that databases produced with them can be opened and used by Access 2016 and vice versa.
Even if you use new features in Office 365 like Modern Charts

  Even when using Modern Charts, as are new in Access 2019 and 365, you can still open the Access database file with Access 2016 and many earlier versions that support .ACCDB files, but just without the chart showing for those versions which don't support them.
