Trouble initiating our Viva account

Hi VI_Migration, are you an admin or analyst role for your company? Your UI will differ between those two roles.
If you are an analyst and are seeing this, it sounds like your admin needs to finish the set-up steps. If you are an admin and haven't finished the set up steps please refer to this document and make sure to complete each step sequentially.
