Updating CDS: Test Database Not Creating

I am currently trying to follow the upgrade of our CDS 1.0 to CDS for Apps 2.0. I have started the Test Database creation, but it is still trying to create since I started the upgrade a little over a week ago. 

Has anyone else have this issue?
