Send an email to secondary email addresses of users in O365 using flow

We do not have exchange license in our tenant, so we cannot send emails to user's primary email address. For every user profile we have added secondary email address as their personal email address. we have to send an email for communication using Microsoft Flow. 

Does anyone has any solution how to do it?
