Return to the Workplace Licence

Hi,

We are looking at deploying the MS https://powerplatform.microsoft.com/en-us/return-to-the-workplace/ but I am a little confused with the https://docs.microsoft.com/en-us/powerapps/sample-apps/return-to-workplace/overview#licensing-requirements.  Does this mean we would require a "https://powerapps.microsoft.com/en-us/pricing/" licence for all users of the PowerApp?

Any advice would be appreciated.
