A PowerApps administrator with a P1/2 licence can set a data policy on the environment you are using that excludes certain connectors. This message you are getting is because you are using an allowed and denied connector together. The purpose of the data policy is to prevent data loss i.e. someone copying all there files from OneDrive for Business to a personal Dropbox account
