Aggregate Microsoft Forms Responses

Is there a way using Power Automate to funnel multiple form responses into one email based on a condition? For instance, 5 employees indicate that Joe Smith is their manager on the form. I would like to aggregate all of the form responses that indicate Joe Smith as the manager into one email that is then sent to Joe. I already have a flow set up that triggers an email to "Joe" when a new response is submitted but it would be helpful to aggregate multiple responses into one email.
