I have been working on this on some response forms for myself and stumbled across this video series <https://youtu.be/Od3y5mfQ8QA?si=VeAtNqP_F_emz6nH> The creator does a great job of breaking things down and it helped me solve my issue. Which was that I was not using a DriveID when trying to "Get File Content" so Power Automate was looking in my personal one drive rather than the group sharepoint site. coincidentally I fixed this issue by moving the flow (which was on a shared drive) to my own drive and it now works. All I can assume is that MS have changed something..
