Access to External User

Hi All,

I am new to Power Apps, I want to create a Power APP and use it within Power BI for External users.

I have Premium capacity for Power BI, so once I add Power Apps in Power BI report what kind of license do we need for external user to user the Power Apps functionally. please help. Thanks
